The 2(!) officers assigned to direct traffic at this intersection spend their day chatting on the phone, texting and goofing around with the DOT workers. Neither pays attention to the traffic. What is this costing us?!

On a citywide basis, it is expensive. I'd suggest looking into the city's policy regarding having officers at all construction sites. It is a big issue to tackle, but I'm sure that they could use your help doing so.
I'm closing this because I don't think you are proposing that an intervention be made at this particular site. The officers are behaving pretty much as they would at any construction site. If you have a complaint about a particular officer you can always file it with the city...

This is a huge problem. I have spoken with a few police officers about paying more attention in assisting pedestrians across the road when there are dangerous low visibility situations caused by the construction they are monitoring.
If you see this happening over and over at one construction site feel free to report it here.
I should have done so at Chapel and State last week.

I agree police should be attentive at the sites. I live near a bunch of them and the officers are always very attentive and helpful.
Is there a more specific list somewhere that describes what the officers' responsibilities are? That would allow people to point to something...

I was very polite with him and he was very polite back. The next time I crossed he helped me out right away.
Its not there fault as much as it is their training which tells them apparently to only look out for the interests of cars.

The police disregard for pedestrians in New Haven in general is a systemic issue that needs to be addressed by those in charge. The Mayor if need be in the absence of a strong police Chief.
