"we will currently looking" ?? What does that mean?

Are you going to change this or not? There is no reason for a turning light onto a one way street.

I have witnessed a number of near misses at that intersection because of these lights - including an RCMP officer driving through... This needs to be changed before someone gets rear-ended and hurt.

It means that we are reviewing all the timings in the downtown area including this intersection. At this moment we are unsure about the signal timing change however we will monitor the situation.

Not sure what your comment means? On the downtown couplet of signals when we have an advance turn arrow onto a one way the thru traffic also gets the advance green.
We have been out at this intersection and the thru traffic is getting a signal with the advance. I suspect you may have been at the signal when a timing plan changed causing a delay to the thru, but this is not normal operation.
