As you state, the curbs are rather low. A sign only works with the assumption that people are intentionally parking on the sidewalk, rather than accidentally due to the very low clearance of the sidewalk. As it does happen often here, I would think a sign would not help much as much as increasing the height of the curb so that people will feel the bump when they get too close.
