Men living in vehicles long-term (2+ years) should be offered services and encouraged to move on. Constant presence of loitering, arguments, drinking, drug use, drug sales, furniture in sidewalk, and 10+ unused bicycles chained to fence of 1056 24th St.

Try calling 211. Sadly most of these street people do not want the help these services offer. They are parked illegally. Where is parking enforcement and abandoned auto???

Both of those vehicles are also parked illegally today and have threatened parking enforcement for trying to ticket them in the past.

If that happened than OPD needs to deal with them. I thought rules were made for all of us, so why are these people an exception to every rule. It's really getting tired.
