The Drug Addicts and Mentally Ill are in control of River Park. GVRD board and maintenance workers are afraid of the transient population allowed to get away with all forms of miscreant behavior. Inaction by City of Vallejo CSS and Code Enforcement Division is the root cause of this problem, there are no solutions coming from the newly created City Homeless Manager (Natalie P). Nothing is left to do but watch as Vallejo management continues this decline and is financially rewarded for their failure…
