I was too busy picking up garbage and recycling in the middle of a blizzard to snap pictures. Besides my neighbors and I have posted pictures in the past and it didn't make any difference. Just figured I would try getting the issue resolved one last time.

Please know that staff from LCI, Building Code Enforcement, Health Department, Public Works and the New Haven Police Department have been monitoring this situation for over a year. LCI staff and the Police Department will continue to work together to address illegal parking and loitering issues but, thus far, none of the Departments have been able to issue violation warnings/tickets. The new owner of Gloria's Market was visited again today, (January 10, 2014), by LCI staff and warned of all issues and the importance of compliance with city ordinances. The New Haven Police Department will continue to monitor for loitering and parking violations and will again pay a visit to the owners at the store sometime today. All city staff have been trying their best to resolve this matter. Please continue to report on issues as soon as they arise. It would also help a great deal if we knew the days and times when the loitering happens. Random, surprise daytime visits have not revealed out of compliance behavior.

It is terribly frustrating when we specifically say when the violations occur (on trash nights which are every Wednesday except in the case of weather) and we see them, take pictures of them and they still are not addressed. I find it very hard to believe that this has been being monitored as closely as you say it has when every week, like clockwork, there is another load of unsorted trash outside overflowing on to the street.

As for the parking situation, it has improved somewhat, but not because of any enforcement we've seen, the coffeehouse's customers have been parking illegally as much as Gloria's but the owner has been great about addressing whatever concerns we have had and I have personally asked people to move if they are in front of the driveway or the hydrant.

LCI staff has spoken with the new Lieutenant for District 7 regarding the parking and loitering issues at both Gloria's Market and the new coffee house. The Lieutenant is eager to deal with this issue and will speak with both store owners and officers assigned to this area regarding these issues. LCI has reached out to Public Works regarding the residential trash and recycling can misuse.

FYI

Trash not picked up since last Thursday, used recycle bins for trash. Picture is from Saturday, Cans are still there tonight.

LCI staff has reached out to Public Works and has requested that the cans be emptied of trash. LCI staff did go out last week, Wednesday night, at 6:30 pm and 9:30 pm to view the situation. Please know that LCI is still working to get this situation resolved.

On 1/30/14, DPW inspected area as well. No violations noted.

We are closing older Trash and Recycling issues from 2011-2015 in order to focus on current Trash and Recycling issues.
