A business called "Filo's Landscaping' has been commandeering 3-4 parking spaces in a single row everyday for their trucks on our residential street. When one truck moves, they make sure another truck is blocking the space or the employees put their personal vehicles in place to save the spot until the truck returns. I've witnessed them do this dance every morning and afternoon for the past two months. But it's been going on for years (based on neighbor's comments and the fact that when you use "Street View" on Google Earth for this address, their trucks still show up in 2011).

Parking on Creekside Drive is extremely limited, so much so that you will certainly not find any street parking after 12:00 p.m. These guys take up the same lane with 3 or 4 trucks at a time, all day, every day. I've heard several neighbors complain that they have to pay $10 a night to park in the lodge down the street or else not use their car at all for fear of not having parking when getting back from work.

I agree. I'm a resident on the street and although I do not use on-street parking much, I know this is a major problem. Filo's is not helping by hogging up spots that truly should be for residents, not for commercial use.

Thanks. They have two "official" trucks with insignia. But several personal vehicles that they use to hold spaces. For a while they've had both official trucks parked together, but I pointed these out to a parking enforcement person once (the workers saw) and now they usually have one truck with signage at a time, but still use their own vehicles to take up the whole lane. If you come between 715 and 745 pm, you can watch the dance of them blocking and rotating vehicles at the end of the day. In the morning, the timing is a little less consistent, but they do the same thing...

I spoke to parking enforcement about this and it's not something they can enforce. Still researching the CE angle. Also -- Who ever is leaving FAKE City of Walnut Creek notices on these vehicles, needs to stop it IMMEDIATELY. The City will not tolerate this.

I appreciate your help in this. What's the CE angle? I also spoke with parking enforcement when they were patrolling the street, but sadly it's not illegal. Just rude I guess. Total of three trucks with signage now and three personnel trucks.

They do have a valid City of WC Business License and Home Occupation License. Parking Enforcement may be right. Although considered rude, it is not illegal. I researched parking permits but that would just add to the frustration of the area. I did go by today and saw one company truck parked on the street. Will do some more checking.

Thank you so much for doing the leg work and checking it out. They have a total of three company trucks with signage (usually 2 are gone until after 7, but they save the spots with their personnel trucks: 1 green, 2 black and 2 white). They were parking all three company trucks in a row until recently (when I pointed them out to parking patrol), but spread down the street now. I understand this is probably just a hassle for us residents...but we are very appreciative of your attention.

I will be sending the owner of the company a letter advising of the Home Occupation regulations. In discussing this with the Planning Department, we have concluded that having the employees come into the neighborhood is consdiered a violation of the ordinance. I will attempt to get the letter out this week or early next week at the latest. Thanks for your patience.

Thanks N Templeton. I've attached a picture from today because they forcefully blocked another car from parking there. When one truck moved, they had an employee block while someone was trying to park there and then swooped in and replaced it with another of their vehicles You can see that they spread out so that only their trucks can use this lane when 4 cars can (and have) easily fit there. There are two company trucks here and one unmarked that they rotate it. Down the street, one more company truck and another unmarked take up another lane and do the same thing. During the day, it's their own cars parked and spread out so that no one has a hope...Maybe they live in the area too, but that's just mean...

I agree. Some people just don't have common deciency. They have outgrown the conditions of the Home Occupation ordinance. As such, they will need to move their company to a more fitting, commercial space.

I also live on Creekside and think the parking enforcement division needs to patrol it everyday! Every night a red jeep parks in the red zone in from of o my house 1411 Creekside and he never gets a ticket! These vehicles that park there for months and nothing ever happens. It would not be hard mark every vehicle on the street monday morning and go back friday and TOW the ones that don't move.. people dump there non working vehicles on the street because nothing happens to them.. and those of us that need a spot once in a while can not get one!

Added to the Creekside issues: Rarely do I see drivers wait for the kids and adults crossing to go to the Iron Horse. Plenty of times it's been a close call due to drivers speeding around that bend. Please have someone out there 7:30-8, you'll make a mint on tickets and it will be safe for all!

Hello N Templeton,

I am not sure if the letter was sent to Filo's, or if he simply monitors this site, but they have been better about their parking practices. They only keep one company truck in that lane now, and space it out so that the other three spots are accessible. I've seen local residents enjoy the three extra spaces every day for the past week. What a difference it makes to have a place to park when you come home at the end of the day. Thanks for your help in this. And, thank you Filo for changing your ways. I will report in if anything changes.

The letter has not gone out yet. There is still a concern that the business is no longer eligible for home occupation status. Glad to hear that there has been some improvement.

The letter has been sent. As part of the Home Occupation Permit, Filo's is only allowed one car for the person living at the location. I am closing this complaint as there is now an active Code Enforcement case. Please call or email if you have further concerns on this issue. Thanks for your help Ms. Templeton. The parking situation has improved dramatically and the spots these trucks were taking up are now used regularly by residents. It has made a big difference!

I spoke to the owner of Filo's and advised him of the regulations for a home occupation. The owner of the complex was also advised of the complaint. Only one vehicle associated with the business is allowed at the location. I also advised that the residents in the area will be sure to advise me if he does not adhere to the regs. The code enforcement case will be left open for a few more weeks to confirm compliance.
