I'm definitely on your side. Those newspapers are annoying and only contribute to having to pick up more trash on our streets. Unfortunately, our town's ordinances don't appear to prohibit it. Here is one part of our town's ordinance on solicitation.

CHAPTER 117: VENDING, HAWKING AND PEDDLING

(Conn. Gen. Stat., § 21-37)
(D) This chapter shall not apply to the home delivery of newspapers.

if you are referring to the Hamden chronicle paper lots of my neighbors don't pick them up as well,but then again lots of the papers never make the home owner & are thrown in the street.
