This small lake smells like manure and is filled with insects. driving is hazardous. this is in the empty lot next to the tot lot. city website says this is vdot land. why doesn't vdot maintain it?

I think the ticket should be closed when the pothole is filled.

We have a problem. I just placed a request with vdot to rectify the situation and here is the response I received:

This area is not VDOT maintained. It is maintained by the City of Richmond. They can be notified via phone at (804)646-7000.
