what about the steel drum cans like the ones on state street? how did upper state manage to install these? who empties them?

Upper State Street Association pays the Clean Team to empty them and we donate to the art project that makes the barrels to have them there. His name is Jack Lardis and the project is the Oil Drum art project.

Looks like nothing has been done here yet. A simple trash container as the one across the intersection would do it. Please help.
