I have a suggestion. Don't live in the heart of an ever growing downtown. Downtown has become a destination for people to enjoy the great nightlife Raleigh has to offer.
To ask the police to address noise constantly is a huge waste of their time and resources and to take pot shots at the cops because they don't jump when you tell them to is very disrespectful. Our police force does a helluva job.
Downtown Raleigh is hugely popular with the late night crowd... Get used to it or consider moving. People like fun, maybe it's not your definition of fun and that makes you mad but it's time to let it go. Garbage trucks late night are going to make noise... It's a real downtown. Bars and clubs are going to be loud... It's a real downtown. People are going to sing and dance outdoors.... It's a real downtown. Police are going to worry about keeping us safe from CRIME, not killing a good time.
As far as the street musicians last night, people were dancing and having fun, stop complaining about people having a good time. Buy a white noise machine and some ear plugs and give all the complaining a rest.

That's not sustainable, man. Downtown is becoming mixed-use residential because people want to live near their jobs, restaurants, museums and venues-- not just bars and clubs. Sustainable Cities depend on the balance created by good ordinances like, say, "no urinating in public", or "put trash in its place"; noise ordinances are part of that compact.
My complaint is that the common sense noise ordinance is enforced everywhere except in the case of this one guy. What would happen if seven of these amplified musicians set up in rotation across from The Hue or in Moore Square across from the new Sky Tower? Why are the interests of one guy with a $50 permit to busk placed above a building of people who have to work in the morning?

I keep forgetting that not everyone has a sense of humor.
I was joking about businesses divesting from downtown, but the city itself has acknowledged that there will be growing pains as the core expands. It's a conversation; and my simple question is:
Is the noise ordinance for amplified music after 11pm enforced or is it not?

Sgt. Marx will be coordinating with the Zoning Inspections division to make sure this performer knows the limitations of his ability to use public space to play. If this problem arises this weekend, please call the Downtown District non-emergency number (919-996-3855) and ask that this issue be referred to Sgt. Marx. He's the quality-of-life officer downtown and will try to make sure that this one does not recur.
The City does not track See Click Fix issues except during normal business hours. Calling the non-emergency number or 911 is the best way to get in touch with us about these issues on the weekend.
