This has become an annoying and unnerving trend throughout the city, is anything being done in the way of enforcement ?

They are on Tonnele, Newark & 1&9 also. They make a loop and circle for an hour or two, sometimes more, at a time, deliberately making loud noise with their pipes. Motorcycles too, and they are extremely loud. We have complained to JCPD and gotten no effective response.
This has been going on regularly since the beginning of last summer, I presume associated witht he pandemic.

The sound isnt what kills people. Thats called an annoyance. Pedestrian on a bicycle was hit yesterday on her citi bike on the same intersection by a pick up truck going south bound on summit. This intersection has always been dangerous no matter how you cross. A traffic light should be placed here. Not a stop sign or flashing pedestrian lights. Yes traffic flow may be affected negatively but isnt that the point. To forcefully slow everyone down. Again, street racing heard by 1&9 and mufflers dont kill people so please dont make it about that.

Is this complaint about the mufflers or the speeding? Theres already multiple open gripes for this complaint on the same intersection.

Thank you. The extended corners did not work. Accidents still happening with vehicles/vehicles and vehicles/pedestrians. Not enough visibility. May I suggest enhanced visibility by unfortunately reducing the amount of parked vehicles to the corner?

Its possible one less vehicle on each corner can enhance the visibility of drivers and pedestrians.

Another accident 07/10/21 12:23 afternoon. Vehicle traveling on sherman place crossing summit west bound struck by another vehicle from summit traveling north bound. airbag deployment from the vehicle trying to dart across summit. No one hurt.

Thanks for bullet pointing these ideas presented by us. Is the hesistation for installing a traffic light at this intersection an issue of cost? I also understand maps need to be updated for installed lights throughout the state’s roadways. As the weather warms up, traffic will increase in the spring and summer months with many more pedestrians on the sidewalk again. Can there be a means of installing a temporary traffic stop on summit and also on sherman place to test the effectiveness of it? When the hours of the day change I’m sure the timing of the lights can be adjusted to mitigate traffic and congestion due to an additional light. I wish I had more data to give to you. Ive asked the police department to furnish a historic accounting of this particular intersection and the injuries/fatalities but haven’t got response back. Can the city demand this information from them to help process this request in a more timely fashion?

I missed the traffic light comment, my apologies. I'm not commenting on what is a viable solution. I am only here to gather your concerns and requests to package it clearly for the engineers and planners. I would normally do this as an internal comment, but then the public would not be able to see we are actively working on these issues, nor would they be able to correct my mistakes. Thank you for this. I need all the help I can get and anyone that has more requests or observations, please keep commenting.

Traffic Engineering receives all traffic crash reports, but only keeps the past 5 years. We look at the last 5 years when looking at an intersection or a portion of a road.

Oh wait, I did include the Traffic signal in #4 of requests. One commenter mentioned that the light would make the situation worse. I wanted to make sure they were heard as well. The engineers and planners would address this issue if a traffic light were approved.

Traffic lights are expensive and an ongoing expense, but the City only looks at what is appropriate. In addition, traffic lights take years to put in. So even if a traffic light was approved, we need to help fix the problem sooner.

Understood so a light if approved seems that it is a ling process given the expense of install and operation etc. in the mean time, I know one immediate and cost effective move towards a resolution would be to regulate the street parking on the corners and fire pumps effective immediately to increase visibility during the day and night. Even at night with minimal traffic, there has been accidents due to the poor visibility. There was even a vehicle that ejected from the roadway onto the sidewalk and crashing into the fence of 907 summit avenue. Years and years ago a vehicle also crashed into another homes fence on the opposite street corner adjacent to 907. The draw back is the limited parking situation that we have but when weighing in a parking spot vs a loss of life I lean toward removing the bad habits of parking so close to the corners. Also the street here is very bad and patchy with holes everywhere which causes vehicles to swerve to avoid the poor road condition leading to mishaps near the intersection. Paint marking for the centerline and driveways are also very poor. Summit is very narrow having parking on both sides of the street and ideally even removing more of the spots as necessary can greatly improve visibility at this intersection. I would guess at around 75-100ft would be needed at each and every corner except for the sherman place street as its a one way going up.

Agree with everyone noting this is a huge problem and needs an immediate improvement. This problem could also be somewhat alleviated if Summit was a one-way street...

Yea I agree with street direction or even just eliminating the spots around that intersection which would lengthen the width a bit more. Really just a mess with the busses, emergency services, and regular through traffic here.

It reminds me of the issue around St Pauls avenue.

I don’t think it was built for the type of traffic and activity we are seeing now. The buses even fly by and the homes shake.

Not sure whats the perfect solution but a few simple things could be enacted immediately without cost to the city.

So what you are saying is that vehicles are parking legally, 25-50 feet away from the corners, but this is not enough without an all way stop or traffic signal?

And the parking that would be taken away would be on Summit?

Is the problem with trying to cross? Go left? Go right? or all three?

There used to be delineators blocking parking on the corners of the intersection. These disappeared after a snow storm a few years ago (must have been plowed over), and now people park way closer to the corner than what is legal, blocking the view. The parking that would be taken away is on Summit. The problem is going all three directions.

What I’m saying is parking is not always legal bit even when it is, it is not enough visibility for the vehicles traveling west on sherman place to enter the active north and south bound summit avenue. It is also difficult for the owners with driveways to enter the active roadway north and south on summit due to the vehicles speeds and right of way of the cars traveling north and south on summit between manhattan and Hutton streets. The vehicles already on the active north/south summit avenue cannot stop in time for the pedestrians or for vehicles exiting from sherman place onto summit/darting across to continue traveling onto sherman place even while going the speed limit. Interesting enough if the vehicles travel too slowly on summit they give the impression to a vehicle traveling on sherman place that there is no vehicle oncoming and also can run into an accident. There is a lot of confusion on this intersection and even with the proper wits of the area, it is hard to avoid accidents and near misses.

Please work on an interim solution on this intersection to improve visibility on all corners - barrels, planters, screwed in posts wihtout the paint lines, etc. It's an accident waiting to happen.

I think an immediate short term solution is unfortunately pushing back the spots closest to the corners to increase visibility in all directions. From there it can be expanded on. Summit is an artery as is kennedy and 1&9 so unfortunately we can’t have speedbumps or strips installed as its too active a roadway. (Emergency vehicles etc)

Wow, this original complaint was from 2021? I thought I remembered it. I lived on Summit at Sanford across Pershing Field from 2016-2023 and complained to city and mayor many times about the dangers of Summit Ave, snd got the same answer every time, they will do a traffic study. Me and my dog were almost hit by speeding cars so many times crossing the crosswalk with flashing yellow lights. Drivers would give me the figure. Well my dog passed year and I purchased a home outside of JC. It’s a shame to see nothing has still not bern done to address the issues.

I agree JF that we need daylighting on the corners - and it's not unfortunate - those parking spots are ILLEGAL so it's simply enforcing the law in the name of safety.

Some people are asking for the removal of a few legal spaces on the east side of Summit for clearing the sight line for cars pulling out of Sherman Pl. This is what would be unfortunate.

It may be unfortunate but again, its parking or a loss of life.

Summit between manhattan and hutton needs help. Maybe relocating the bus stop from the hutton and summit intersection and move it a block up to the sherman and summit intersection? This way you can offset the loss of parking and add it back to the hutton and summit intersection? The bus stop size required could possibly create a big enough section for visibility. These are just ideas and immediate things that might help while waiting for a light to be installed.

agreed on all counts here. the cost of safety is (questionable) convenience for those that park, should be a simple trade-off. There is a ton of no parking at the reservoir that can be modified to parking-protected bike lane, additionally slowing existing traffic down. there's a ton of possibilities, and balkanizing the process corner-by-corner creates solutions that cause ancillary problems that then must be fixed.

as others have said, a smaller, one-way roadway with a bus and/or bike lane would do a lot to alleviate a lot of traffic woes. but that was granted to the city, and was chipped away until it was simply some new signage.

Is there a specific action the team can take here this spring season to make this intersection safer?

I'm not privy to the priorities right now, but I am still working on the list. There are 500 requests across the City right now. Funding will greatly influence the number of intersections we can work on this year,
