Besides being an eye-sore for neighbors, people have to walk in the street to pass or cross over to the other side.

You should call LCI, they can address the over growth. They have in my neighborhood for years.
The sidewalk issue falls under Public Space...good luck with that.I still waiting for the 12 messages I left last year to be returned for the same issue/different location.
Another ignored issue documented.
