It might be wise to suggest that a health and welfare check be made at this location. Try dispatching an RPD Crisis Intervention Officer. We have had plenty of experience and success employing this approach. If there is a "need" on the ground these Officers are capable of summoning the appropriate assistance for anyone in need.
If it is just an abandon vehicle, the property owner can make the appropriate claim to gain title and remove it. Or they can just wait twenty-five years until the vehicle is classified as an antique, restore it, and reap the reward.
About the "best" abandon vehicle situation I have seen is an RV which had a pair of buzzards roosting in it. But that was Texas.
