    Displaced railing on walkway between UMass inn and conference center and locks. The railing and the granite block are on the ground below where the railing should be. The drop is about 10 feet and has been like this for about 3 months.

    "Historic" building in between Canal Place 1 and Canal Place 3 is crumbling and about to collapse onto roadway and pedestrian walkway. Scaffolding was erected aprox 3 years ago to protect pedestrians from falling debris, this closed the roadway over 3 years ago. Scaffolding is not enough to protect people and the adjacent buildings when the structure collapses. There was a large collapse inside the vacant building this winter.

    Pedestrians attempting to cross Market/Central/Prescott never gain relief from all traffic on the walk signals, so have to navigate through moving vehicles. Especially due to the new 2-way traffic pattern, this is increasingly dangerous. The light cycles need to accommodate crossings in all directions free of traffic. There are a large number of mobility-impaired residents crossing at this corner all throughout the day.

    I've heard of and seen several people almost hit bit cars crossing Dutton St. to follow Market St. When pedestrians get a walk signal (only 11 seconds and no audio) cars coming from either side of Market can turn in to the crosswalk. The intersection is so dark that drivers don't see people. If it's only a 11 second walk signal, stopping the traffic going through the crosswalk seems safer. With new galleries, stores and studios going in to 307 Market there is more pedestrian traffic, but people don't feel safe crossing Dutton because of this intersection.

    I called the Lowell Police about NA illegal parked vehicle at the corner of Chapel and Central on Sunday May 18 at approximately 11am. The vehicle was within the crosswalk and on the sidewalk, forcing pedestrians to have to walk out onto central Street. The traffic unit showed up, but the officer did not get out of his vehicle, nor when he left was there a parking ticket on the vehicle. Was there a ticket issued by LPD on this? If not, why?

    Corner of Church and Lawrence Street is the gateway to one neighborhood on Lawrence, and one of the longest traffic lines daily on Church (for those leaving town at the end of the work day). Such a high use area, but it needs a cross walk, the road needs so much repair (cobblestones are showing through). Man, would a light be great there. Its just kind of a free-for-all right now, with people trying to use the turn lane to beat each other out of waiting in traffic (kinda' like what happens at the entrance to Storrow Drive!) making it really dangerous for bikes, walkers, and the neighborhood in general. Because of the poor condition of the road, I've seen lots of folks struggle to stop quickly for a pedestrian or another car after they've gunned it to improve their traffic position. Plus, the hole corner is just such an eyesore. Not to mention the nutty parking thing thats starting to creep on to Lawrence street creating more obstacles to get around (and I know that parking is going to have to happen, especially with downtown and back central being so congested so i appreciate the quest to try to improve!)...some lines were recently painted, but unfortunately the paint job resembles a piece of rotini pasta because the potholes at the corner were so bad that they shook the paint truck. looking forward to a little extra attention! The side streets off lawrence look sooo nice with the sidewalk improvement, etc! really adds charm to a little urban neighborhood.
