    Two parking designation signs have been damaged. A neighbor told me that she heard them hit by a vehicle in pre dawn hours a couple nights ago. They were facing east bound traffic on Floyd Ave., at the south side of Floyd just east of Vine St.

    This issue earlier was mistaken when I reported it.
    There is an area of ice, from the curb into the street,
    after having had no recent precipitation.
    This patch of ice has remained, if not even grown larger,
    while ALL other wet areas on the street dried up.
    ~~~ Please have someone with utilities investigate this ,

    The house at 22 N Lombardy, has been vacant for some time
    and it is likely that pipes to the house, without any water flowing, may have frozen, leaked, the water leaching to the street
    Again , please have someone knowledgeable look into this.
    Obviously after tonight's snow, it will not appear unusual, and the last time I reported it the site stated it was listed as a neglected property, not as I reported it, as a water leak at the city line , the meter, or the line to the house

    Apparent water leak -
    There is water pooling in the gutter at 22 N Lombardy St. running down the street. The water appeared after the cold snap, and when there was no rain. The house is vacant, and I believe the water is coming from the house or the water line connection to the house.

    The water main cover / meter has been run over several times,
    has broken and fallen in, leaving an open 14" diameter hole roughly 2 1/2 ft deep, on a heavily trafficked sidewalk.
    Someone is going to fall in, break bones etc.

    For several months, I have seen rats, some the size of squirrels, around garbage super-cans in the short alley behind 1622 , 1624 & 1620 Floyd Ave. My dog has flushed them from around the garbage cans ( which more often than not are overflowing or spilled onto the ground ) and I have watched then scurry underneath the fences behind all three of those addresses. There now is a discarded mattress & box-spring, furniture and other debris in the alley.
    I contacted Richmond animal control, several weeks ago, who said they do not handle rats and would pass it on to Richmond Health, but it is continuing to get worse.
    Today I saw four smaller rats, causing me to wonder if there are breeding nests of rats burrowed in those back yards.

    The residents at this address routinely do not take their super-can in off the st.
    Today, Sunday 8/10/2014 , beside their super-can that has been out all week, they have dumped a large amout of bulf refuse.
    This is on the Lombardy St. side of their house at 1533 Floyd Ave.
    FYI , there is a dumpster one block away for such use at this time of the year.

    An open FIRE PIT has been "built" in the back yard of this rental house occupied by college students. It appears to be the open ground with a ring of landscape edging around it ( see photo )
    This FIRE PIT is within 4-5 ft of the rear wall of 102 N Lombardy St , and poses a hazard to this property.
