The property on 1229 State St that advertises rooms for rent is a boarded up property. But the Craigs list ad states that the rooms are available as of 12/15/13.

What qualifies as a rooming house? A couple of houses side by side on my street in Westville have been renting out rooms to 2 or 3 people at a time and the parking and traffic has also increased.

Could someone, from the city, LCI, zoning, etc. clarify what defines a rooming house, or point us to the relevant zoning rules or ordinance?

Rooming house means any dwelling, or that part of any dwelling, containing one (1) or more rooming units in which space is let by the owner or operator to four (4) or more persons. This term includes, but is not limited to, hotels, motels, group living residential occupancies and dwellings located in the city that house groups including fraternities and sororities that are not located on land owned by educational institutions. If I recall correctly it was 3 or more non relatives living on each or per floor..Tough when 3 might be named Smith or Hernandez , just sayin , and they be saying they's all related..
Definition of a problematic dwelling/Crack House: Landlord lives far away and only shows up for the rent , tired of "babysitting" students and spending money , and/or laziness in looking for renters , students who might move in and out etc . So they go the Section 8 route , money comes in , Landlord stays in , not his problem , Noise -Not their problem, The Garbage cans overflowing-Not their problem..
First thing the tenant does is "rent out some space to drug dealers" , Get a little hootch etc. for the troubles and space lease.

LCI conducted an inspection of the property and it was not found to meet the threshold set for a rooming house. Please note a previous post that outlines that the fourth room constitutes the rooming house. This particular property does not reach that number. Thank You
