In most cases the sidewalk is the responsibility of the homeowner, in accordance with City Municipal Code Title 10 (you can read the Code here: http://bit.ly/11cZkdr).

The problem is not the sidewalk. It is the curb between the sidewalk and the street, which is being pushed up by the tree in the median. It was marked for repair by the city a few years ago, and was not fixed then. It continues to get worse.
Attached is a photo showing the difference between the level of the sidewalk and the level of the curb between the sidewalk and the gutter. It is slowly being pushed up and is now about 3 inches higher than the sidewalk causing a hazard for people walking and making it more difficult to back out at a slow even speed.
