That dog belongs to a home on the left side heading towards the airport. It is on the corner of Haines I believe where the yard is fenced in but the dog gets out each time (not properly enclosed) and wanders. I've seen it almost get hit several occasions and chased it off my lawn.

Police do nothing about the speeding and incessant stop sign running so why would Animal Control handle this? Just get a rock and take your best shot. I have. works well.
