Code Officer T Prescott addressed this issue & states the following: "I attempted to make contact with your neighbor at 492 NW 162nd Ave. regarding the rats. I was unable to speak with him. In order for me to open a case, you would need to have pictures or video of the rats or I would need to be able to witness the rats.
