This homeowner has built a pigeon coop in his backyard. Code states this is permissible but that the pigeons must remain in the coop and all times. He lets them free all the time and there are now hundreds of pigeons roosting on and ruining the solar panels of all of his neighbors. I have a $2000 bill to fix my roof. Please stop this!
