Transportation Services will create a customer service request to investigate the catch basin/storm drain to see if a blockage is the issue. Downspouts may be directed to the street as long as it is 2 metres away from any City sidewalk, reserve, road, park, alley, lane or surface drainage facility. This buffer zone permits some of the run-off to absorb into the ground rather than enter the storm system. This also helps avert icing on sidewalks and lanes in winter. I live in Summit as well (114A St) and have the same problem. Most of our neighbors have their sumps directed towards the street (although within the "buffer" zone), but it's not the only issue. There is VERY poor drainage in the area and the combination of melting/freezing and sump drainage creates extreme ice build up every winter. Our sump pump alone runs at least 3 times a day during the winter, even when its -30!
