In order to install an all-way stop, an intersection is required to meet one of several warrants. These are detailed in Arlington's Neighborhood Traffic Calming Program Guide which you can find at this link: http://www.arlingtonva.us/departments/EnvironmentalServices/dot/planning/ntc/EnvironmentalServicesTrafficCalming.aspx.
DES studied this location in 2011 and it did not meet the required warrants to install an all-way stop.
