This ill conceived rooftop addition completely breaks the harmonious grouping of rowhouses on the streetscape by the fact that it is built along the same facade plane instead of being set back, and its exaggerated scale and massing, thereby, calling too much attention to itself and away from the significant features of the building. That and by the fact that is built in brick instead of the prevalent brownstone of the building's facade.
It's just plain ugly, and also illegal.

I am astonished at what was once a stunning New York City old style building is now an atrocity. I cannot believe any planning or construction board of New York would allow this. Did they? My gut is on this being illegal.

DOB: Please step up and stop the construction permanently, return the building to legal code, and the block to its previous condition. This has been an eyesore at street level as well as roof level, construction materials dumped in the lower entrance and the backyard/building encroaching on the properties on either side of the building. This owner should not be allowed to break the law. Have inspectors not been to this site?

If no DOB permit is posted, this is a case of work going on illegally. You could call Community Board 7 (212-362-4008) or 311. You can also search the CB7 Web site to see if it ever took any action with regard to the building at the address. http://www.nyc.gov/html/mancb7/html/home/home.shtml

This is an outrage that the city of new york allowed itself to be deceived in the issuance of false permits
that have endangered the lives of citizens/ tenants living there. What is being done to punish the culprits?
Something must be done!! And this made an example of to those who would violate the laws. Why has nothing been done about this. The whole neighborhood suffers as result. Also, the debris & garbage in front of the building is fast becoming a breeding ground for vermin and affecting other residents in nearby building. Paint and restore this property as well as have all the debris in front of it removed. see the wall street journal article.

I have read all these posts and i am alarmed.
does anyone have contacts with the new york state
attorney general's office to investigate as to how falsified information led to construction with tenants in this building as the article in Wall St Journal states??
now there are cameras.......
and spying on the neighbors and tenants.... wow! and wanting to create a hotel on our block ???
what is happening to our nice neighborhood... we need to stop this and support the tenants there who

It has been brought to my attention that the owner of 315 told the DOB that the building was un-occupied in order to get permits. The tenants have suffered much and are still in a night-mare situation. Does anyone know Cy Vance Jr. the new DA. Shouldnt this sitiaution be brought to this attention!!!I believe he lives at the corner of 103 and west-end.

Turning apartment buildings like 315W103 st. is something that this owner is known for doing. There is a aricle about this in the Wesst Side Spirit issue of Nov. 2009.WE need to reach out to our assemblyman and block association so thisdoes not happen on the block. Sorry to hear how the tenants at 315 W103 st are suffering. I also heard that one of the elderly tenants suffered a heart attack during all this chaos and has subsequently died. Very sad.Also reaching out to Cy Vance Jr. is a great idea. Can someone invite him to the Block Association meeting?

this land owner has blighted our neighborhood with this horrific construction that does not blend in with the flow of our historic street!
the city needs to force that owner to take that crap down... and those tenants should get ample monetary redress for putting up with this very dangerous inconvenience to their lives. no wonder the press has picked up on this story.
we need to rally the block associations around this

attention neighbors of 103. It seems that the Westsider had an article on the owner of 315w103 in last weeks edition. This ownner has been shut down numerous times regarding turning small building into hotels. WE need to get the Mayors office ,Cy Vance Jr. and block association more involved to shut this person down!!!

Evidently they keep giving the ownerof 315W103 st more chances. I understand that they must fix the roof and therefore all of us have to be super vigilante if they start to do illegal construction again. We must all call 311 if we see something. The owner has no intention of stopping his plan of turning 315 into another hotel. Can you imagine what this means to our beautiful block!!!

West 103rd Street Residents --

The bill to curb illegal hotels in NY is in jeopardy. It has passed the State Assembly and Senate but Governor Paterson might veto the bill.

See today's article in the New York Times -- http://www.nytimes.com/2010/07/19/nyregion/19hotel.html?ref=nyregion. This article quotes Ronnie Oved, who we believe to be the brother of the owner of 315 West 103rd Street Jacob Avid (aka Oved).

We believe these two brothers own at least 10 buildings throughout Manhattan that they are using to rent seemingly illegal hotel rooms. (See www.hotel99.com, www.centralparkhostel.com, http://www.korerealtyny.com/property.htm.)

A search of the DOB and HPD websites for these buildings shows numerous ECB and other violations and tens of thousands of dollars in unpaid fines. We have all experienced the damage that they have done to residents of their buildings and neighbors.

Please do the following:

- Call Governor Paterson's office (518-474-8390) to express your support for the bill.

- Write letters to the editor saying why this bill is so important.

- Attend the rally on Wednesday morning at 11am at 1 Center Street (see http://stuytownluxliving.com/).

Ugly addition... The owner who tried this made a mess. He needs to remove the ugly bricks and make amends.

Jacob Avid and brother Ronnie Oved are pulling the same stuff down in the East Village now on 12th Street. But instead of building illegally UP? they are digging dangerously DOWN below the basement to add more space to walk upright in what was claimed to be "renovation of super's work shop". But there is NO super- hasn't been for a couple years when super quit over not being paid and being asked to break into a rent regulated tenant's apt to fix a leak. That the workman created beforehand by opening up pipes via the stair wall and messing w/ the pipes. Bedbugs, trash and jackhammering in the lower floor has removed half the 1 ft concrete base of the building. After endless 311 calls, many that weirdly went unregistered on the 311 site- DOB posted stop work order.
