How long does it typically take for grounds to fix weeds?

In most cases the sidewalk is the responsibility of the homeowner/ or property owner fronting it, in accordance with City Municipal Code Title 10 (you can read the Code here: http://bit.ly/11cZkdr).

I don't own this property. I'm down the street but it makes the neighborhood look bad. This is a safety issue as it could cause somebody to trip and fall.
