If it is the surface of the street that you are addressing, Wistar Alley (a.k.a.Filbert Street) west of N. Third Street, has been vacated by the City, and is a private street jointly owned by the property owners north and south of the street. This privately-owned street is an easement, allowing others to use the street to access the rear of properties that face on both Market Street and N third Street Repairs are the respondibility of the owners, not the City. However, it is also a historic street, and all repair work done by the two owners must be carried out under approval by both the Historical Commission and the Streets Department.
