D. What is the problem?
R. Our neighbors dumpsters smell so bad the odor makes it impossible to sit outside in our back yard or porch. It smells of rotting food/ animal everyday. The odor flows up to our second floor patio and into the house. I have sent them two emails three weeks regarding this issue. Penn waste was to replace their dumpster with a new one last week. It has yet to be done. I spoke with zoning officer about how close the dumpsters are to our property and the fact that they are in violation because they have no fencing around the dumpsters.
