I don't live in this neighborhood, so I don't claim to be an expert on this intersection, but I wonder if this might be a good place for a roundabout like what they installed on Woodward Ave? Stop signs are appropriate for low speeds and low traffic volumes, but once traffic speeds or volume (or both) exceed a certain threshold, roundabouts tend to work much better. I would only recommend a full traffic signal for roads with high traffic volumes and/or high speeds. Since this appears to be moderately busy neighborhood street, I would recommend a roundabout.

Thanks for your comment on this issue, Brian. Yes, a small roundabout (or large mini-circle) at this intersection would help matters somewhat. The challenge is that the blocks are very long and straight in this area, so people can really pick up some speed. Eliminating the double-yellow line on Central would help matters as would curb extentions at the corners and chicanes or some other measure to slow traffic mid-block. A chicane could be created by switching the curbside parking half-way down the block to the other side of the street and stripe and/or bump-out/landscape the area where it switches (see picture) and link to how they work: http://www.streetfilms.org/archives/chicane-animated-traffic-calming/. Measures like these are needed throughout the neighborhood and don't even need to cost a lot of money.

I'm a big fan of chicanes (and eliminating centerlines). I've never seen the two used in concert, but informed experimentation is definitely the way to go when it comes to traffic calming.

My hometown did an interesting experiment where they combined chicanes, curb extensions, pedestrian refuges, bike lanes, AND back-in angled parking.

As someone who lives in the neighborhood, I am all for calming traffic. Most people drive too fast in all directions around this intersection. However, a roundabout would mean that cars did not actually have to stop, which is a big problem in an area with lots of children and dog walkers who need to cross the street safely.

Failing to stop at stop signs and speeding is a common problem THROUGHOUT the neighborhood between Fountain and Chapel. I live on a 4way - it blows my mind how many roll through or even SPEED through. Whats the point of the stop signs if people arent going to stop - or if cops arent going to enforce.

Has there been any progress on this?

The city's complete streets policy was adopted unanimously this fall, and there are forms within the new manual for requesting changes about things like these.

Contact the city's transportation department and/or newhavensafestreets (at) gmail.com (a local advocacy group) if you need assistance requesting these types of changes to your street.

Many of your neighbors agree this is a major problem and that changes should be made ASAP.

Posted on other thread: I was a driver that was witness to a similar incident last week at the same intersection with a father and his son. They were crossing at the stop sign. Driver didn't stop for the stop sign, much less acknowledge the father/son duo that walked right in front of him. We both didn't catch the plate of that driver - he flew by too fast. Central is famous for speeders and "californian stoppers". Please add more 'middle of the street' signs.

Update- the New Haven Police are responding to this issue.

As I mentioned in another thread, we saw at least 3 police officers on motorcycles watching the intersection yesterday evening. They said that they were conducting traffic stops because of complaints about people speeding through the stop sign at Central & West Elm.

The road is being rebuilt south of West Elm. Does anyone know if it will eventually be rebuilt up to Willard as well? See http://seeclickfix.com/issues/119210 for possible next steps.

While enforcement is helpful, currently there is no way to keep up consistent levels of ticketing. Striping and signage policies, and complete streets, are the only way to get a permanent fix here and stop the neighborhood's property values from eroding due to the constant noise and damage caused by the speeders.
