The assumption is wholly incorrect. It is not a grammar issue. The decision on whether to capitalize in this case is up to the author. Look at any legal document.

Please tell me the community had more pressing issues than the proper or improper use of capital letters on documents. (shaking my head)

Please do not be embarrassed for me. The town in presenting the issues of correcting grammer in the charter. Therefore I was pointing out that one proposed change is to capitalize the word mayor through the entire document. This was presented by the city not me.

I view the symbolic gesture of capitalization of the word Mayor to represent loudness and power. The revisions other than grammer in the charter is a move to isolate power in favor of the mayor.

The city charter is just "an online document"? The intent is to get people to look at the charter revisions and see the consolidation of power into a first term mayor's hands just one year into his two year term.
Anyone who seeks power so fast should be watched very closely.
