Why was this issue closed? Shouldn't the Town be the one to forward this issue to the DOT? This app is to communicate with our Local Government on issues of concern or community activism. Assuming the end goal to have a situation such as a missing + unsafe sidewalk area addressed and/or fixed and not just a platform for "reporting" or highlighting it?

I apologize I did forward this issue to DOT for review. The Town is not responsible for any sidewalks along this section of Ligon Mill Road. I did close this issue since DOT is not a member of seeclickfix and they will be unable to close this issue, again I apologize and will leave this request open until a we receive a response from DOT.

This would be great. My husband and I both run along Ligon Mill and you have to cross on the street with cars coming or through the pile of gravel.

The Town will discuss with DOT and CSX about possibly accommodating pedestrian access across the tracks. Because of the multiple agencies involved please allow some time before any definitive solution is reached.

As far as the issue with the gravel, I have asked our Street Department to see if they could remove or at least move it out of the right of way.

Town Engineer - thank you for continuing to find the best solution and for agreeing to remove the pile of gravel for now as a temporary measure for added safety. There are a lot of people that like to walk or run that stretch.

It is the policy of the Railroad not to allow pedestrian crossings at grade. Long term that crossing is going to be grade separated (bridge) at that time pedestrians traveling on Ligon Mill will be accomodated.

What does it take to get the rock pile moved or flattened? That would at least allow pedestrians the ability to cross without getting into traffic.

Need a short term solution that addresses safety. That section is not currently safe for pedestrian crossing. Thank you.

I understand and agree, I think the intention is not to have pedestrians cross the Railroad right of way at all. As for the gravel, it is my understanding that it is stored there for easy access for future maintenance.

There are two neighborhoods with two sidewalks. A RR crossing should not keep pedestrians from walking from one walkway to the other. Please propose and provide a safe solution. The gravel can be moved.

If the gravel is on the subdivision side of the road it could have easily been placed on the wooded side of the road which never receives pedestrian traffic and still be as easily accessed. The solution proposed seems to be years if not decades away yet people are required to traverse around the gravel pile an into traffic to make the trek. I am sure for safety the RR would prefer no one walk across the tracks, but it is going to occur. In Durham Hwy 98 (Holloway Street) has a pedestrian RR crossing at grade near Junction Road on both sides of the road. I believe the real truth is no one wants to accept responsibility for the safety of the residents to either move the gravel pile out of the way or put in a pedestrian crossing. If the contact with CSX could be provided perhaps they could be persuaded to level or move the pile of gravel.

At the end of the day it is a safety issue which seems to be being ignored by all parties. Sidewalks were installed to be used and the only way to get from one to the other is to cross the RR tracks on a street which is very busy with traffic traveling 35-45 MPH. The pile of gravel sits between them. Someone please take responsibility and address the safety aspect of this issue. A solution that is in the distant future does not address safety concerns today. Thank you.

I was able to get a work order ticket from CSX to have the pile of rock moved. Hopefully that issue will go away.

Typically a "work order" schedules specific task to be done. As this has now been 60 days since the work order ticket was put in will someone please check on the status? This safety issue of the rocks was first brought to the attention of SEECLICKFIX on July 1st. Thank you.

A follow up inquiry has been sent, I also included a picture of the issue. I do want to emphasize that CSX discourages pedestrian traffic in the RR ROW, the often store materials in their ROW and the pile is preventing ersosion of the ditch in the ROW. I expect their response will address one or more of the mentioned points.

This is a pending and unfinished request to address citizen safety concerns. They can discourage but the reality is there are two pedestrian accessed sidewalks for two residential sudivisions separated only by tracks. If that is their storage location purely for convenience then why not move it on the opposite side ofLigon Mill Road where noone is attempting to cross and there are no sidewalks?

Has it occurred to you that the train needs clearance therefore the sidewalks stop where they are at for a reason? Just image if they joined the sidewalks and a kid hears a train coming and thinks I'm safe I'm on a sidewalk and guess what the train runs over them. Take the time to contact CSX and ask them and they will tell you they have to have a safe clearance and quit acting like it's the Town's responsibility to join this sidewalk when in fact they can't do it per CSX.

No, it has not occurred to me CRX needs to pile rocks in the area where pedestrians walk from one sidewalk to the other and force them toward traffic. Perhaps you don't traverse that area. If you did you might understand the issue. I did try to contact CSX after the OP put up the photo and the issue and never received any response. If they cannot/will not join the sidewalks then they should at least move the rock pile out of the way. As a 17 year resident of Wake Forest I feel no one wants to champion this. Perhaps you should read back through the comments and see others have the same concern and the votes on the issue indicate it should be addressed.

If what WF4Life said even made sense, then imagine someone twisting or breaking an ankle trying to cross the obstacles between those two pieces of sidewalk. Railroad crossings go through many populated areas and most have street, asphalt, pavement and sidewalk that abut to the railroad tracks. Residents walk and run those sidewalks. As it stands, a mother pushing or running her child in a stroller cannot cross this area. To traverse the uneven landscape, lack of a joining sidewalk, and a large pile of rock would require walking the very busy Ligon Mill Road which is not recommended for any person. To the Town Engineer, in July 2014 you mentioned the Street Department might remove or relocate the rock out of the right of way. We understand the reason why there is a pile of rock there; however, it could better be placed across the street where there is no pedestrian traffic whatsoever, and where there is sufficient space for that pile of rock. That would be a start to the solution. Joining the sidewalks will be the proper solution. Thank you for your continued attention to this concern.

The Town of Wake Forest Street Department cannot work in the CSX Right of Way. This issue has been reported to CSX and it is there decision to address or not.

We understand that perfectlt and appreciate that you liased with CSX.

Alas, it is apparent the pile of rocks has been leveled by CSX and to them we say "Thanks!" It is not a complete solution, but it is an acceptable solution and appreciated by the residents that use that cross between sidewalks and two neighborhoods.

What is really sad is it took over 270 days to get a rock pile moved. What really should have happened is the pile should have been relocated immediately and CSX notified where it was placed. Instead residents had to continually comment to get something accomplished. I contacted CSX twice regarding the issue and wonder if the last contact is what actually made the difference. If high speed rail actually comes to WF, what will happen to the subdivisions located south of the tracks? If Smith Creek is currently not treated as a high priority for a simple sidewalk issue, how will we traverse the area once high speed rail is put in place? Our officials often worry about having two means of egress from a populated area, how about a simple means of getting across the RR tracks on Ligon Mill as a pedestrian?

Maybe next time you have an issue instead of posting for months online you pick a phone up and contact the appropriate people to get it resolved.
