The alley-line is a portion of the privately owned property designated as a "utility easement" and prohibited from being obstructed for that purpose. In accordance with the City of Hammond Zoning Ordinance the alley-line easement is required to maintain a total width of 20ft, a distance measured from the center of the paved alleyway 10 ft in either direction to the adjoining properties on either side. The property owner is still responsible for maintaining their respective portion of the easement free of any obstruction. The inspector will investigate the situation and take the appropriate action necessary to ensure the obstruction is removed.
