Excessively loud music that I can hear in my apartment 112. Music is interfering with my ability to sleep. It is 11:30 pm on October 17 2015. This also happened last night. Landlord does nothing

One of the street lights at the intersection of route 61 and Hy Vee is out on the North side of the road.

My wife and I moved into this residence in Feb '15. Since before we moved in there are trees that were cut down behind our lot. (I say behind our lot, but I do not know how far back our lot extends.) They seem to have been cut fairly recently, I think there was saw dust on the snow when we moved in. Didn't realize the extent of the amount of trees being cut right away.

Anyway, we were wondering why they were cut and who's land is it anyway? It seems logical that it would be the city land. Please try to shed some light on the situation.
